Baptism is not necessary for salvation, but all Christians should be baptized.
Jesus
Our Lord does not need to be saved, but He subject Himself to baptism to fulfil all the requirements of the Law for sinners who could never hope to do so on their own.
But John tried to prevent Him, saying, "I have need to be baptized by You, and do You come to me?" But Jesus answering said to him, "Permit it at this time; for in this way it is fitting for us to fulfill all righteousness." Then he permitted Him. (Matthew 3:14-15 NASB)
And I knew him not: but that he should be made manifest to Israel, therefore am I come baptizing with water. (John 1:31 KJV)
The Dying Thief
The dying thief was not baptized, but he was saved. None other than the Lord Himself confirmed that.
And one of the malefactors which were hanged railed on him, saying, If thou be Christ, save thyself and us. But the other answering rebuked him, saying, Dost not thou fear God, seeing thou art in the same condemnation? And we indeed justly; for we receive the due reward of our deeds: but this man hath done nothing amiss. And he said unto Jesus, Lord, remember me when thou comest into thy kingdom. And Jesus said unto him, Verily I say unto thee, Today shalt thou be with me in paradise. (Luke 23:39–43 KJV)
Simon the Sorcerer
Simon the Sorcerer was baptized. But he was not saved. Water baptism does not save. You can remain as an unbeliever even after baptism.
Even Simon himself believed, and after being baptized he continued with Philip. And seeing signs and great miracles performed, he was amazed. (Acts 8:13 ESV)
Now when Simon saw that the Spirit was given through the laying on of the apostles’ hands, he offered them money, saying, "Give me this power also, so that anyone on whom I lay my hands may receive the Holy Spirit." (Acts 8:18-19 ESV)
Jerusalem Council
In the debate about the salvation of Gentiles on whether the Gentiles must be circumcised and keep the Law from Moses like the Jews, the conclusion is that salvation for Gentiles and Jews are the same, which by grace through faith.
The apostles and the elders gathered to consider this matter. After much debate, Peter stood and addressed them, "Fellow believers, you know that, early on, God chose me from among you as the one through whom the Gentiles would hear the word of the gospel and come to believe. God, who knows people’s deepest thoughts and desires, confirmed this by giving them the Holy Spirit, just as he did to us. He made no distinction between us and them, but purified their deepest thoughts and desires through faith. Why then are you now challenging God by placing a burden on the shoulders of these disciples that neither we nor our ancestors could bear? On the contrary, we believe that we and they are saved in the same way, by the grace of the Lord Jesus." (Acts 15:6-11 CEB)
Paul the Apostle
Paul the very single minded apostle on salvation, (For I determined not to know any thing among you, save Jesus Christ, and him crucified. (1 Corinthians 2:2 KJV)), declared that he did not baptize many people. He was glad and "I thank God that I baptized none of you except Crispus and Gaius, so that no one would say you were baptized in my name. Now I did baptize also the household of Stephanas; beyond that, I do not know whether I baptized any other. (1 Corinthians 1:14-16 NASB)" He emphasized that "For Christ did not send me to baptize but to preach the gospel, and not with words of eloquent wisdom, lest the cross of Christ be emptied of its power. (1 Corinthians 1:17 ESV)" If baptism is necessary for salvation, why didn’t Christ sent Paul to baptize? Why would Paul be so glad that he baptize so little?

Baptism - Bible Verses
It is the Lord's command to baptize
Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost: teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you always, even unto the end of the world. Amen. (Matthew 28:19-20 KJV)
And he said to them, "Go into all the world and proclaim the gospel to the whole creation. Whoever believes and is baptized will be saved, but whoever does not believe will be condemned." (Mark 16:15-16 ESV)
And Peter said to them, "Repent and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit. For the promise is for you and for your children and for all who are far off, everyone whom the Lord our God calls to himself." (Acts 2:38-39 ESV)
Baptism, which corresponds to this, now saves you, not as a removal of dirt from the body but as an appeal to God for a good conscience, through the resurrection of Jesus Christ, who has gone into heaven and is at the right hand of God, with angels, authorities, and powers having been subjected to him. (1 Peter 3:21-22 ESV)
One baptism
For by one Spirit we were all baptized into one body, whether Jews or Greeks, whether slaves or free, and we were all made to drink of one Spirit. (1 Corinthians 12:13 NASB)
There is one body and one Spirit, just as also you were called in one hope of your calling; one Lord, one faith, one baptism, one God and Father of all who is over all and through all and in all. (Ephesians 4:4-6 NASB)
Baptized into Christ
Do you not know that all of us who have been baptized into Christ Jesus were baptized into his death? We were buried therefore with him by baptism into death, in order that, just as Christ was raised from the dead by the glory of the Father, we too might walk in newness of life. (Romans 6:3-4 ESV)
Or do you not know that all of us who have been baptized into Christ Jesus have been baptized into His death? Therefore we have been buried with Him through baptism into death, so that as Christ was raised from the dead through the glory of the Father, so we too might walk in newness of life. "And one Ananias, a devout man according to the law, well spoken of by all the Jews who lived there, came to me, and standing by me said to me, 'Brother Saul, receive your sight.' And at that very hour I received my sight and saw him. And he said, 'The God of our fathers appointed you to know his will, to see the Righteous One and to hear a voice from his mouth; for you will be a witness for him to everyone of what you have seen and heard. And now why do you wait? Rise and be baptized and wash away your sins, calling on his name.' (Acts 22:12-16 ESV)
While Peter was still saying these things, the Holy Spirit fell on all who heard the word. And the believers from among the circumcised who had come with Peter were amazed, because the gift of the Holy Spirit was poured out even on the Gentiles. For they were hearing them speaking in tongues and extolling God. Then Peter declared, "Can anyone withhold water for baptizing these people, who have received the Holy Spirit just as we have?" And he commanded them to be baptized in the name of Jesus Christ. Then they asked him to remain for some days. (Acts 10:44-48 ESV)
One who heard us was a woman named Lydia, from the city of Thyatira, a seller of purple goods, who was a worshipper of God. The Lord opened her heart to pay attention to what was said by Paul. And after she was baptized, and her household as well, she urged us, saying, “If you have judged me to be faithful to the Lord, come to my house and stay.” And she prevailed upon us. (Acts 16:14-15 ESV)
And he took them the same hour of the night and washed their wounds; and he was baptized at once, he and all his family. (Acts 16:33 ESV)
Crispus, the ruler of the synagogue, believed in the Lord, together with his entire household. And many of the Corinthians hearing Paul believed and were baptized. (Acts 18:8 ESV)
And it happened that while Apollos was at Corinth, Paul passed through the inland country and came to Ephesus. There he found some disciples. And he said to them, “Did you receive the Holy Spirit when you believed?" And they said, "No, we have not even heard that there is a Holy Spirit." And he said, “Into what then were you baptized?” They said, "Into John's baptism." And Paul said, "John baptized with the baptism of repentance, telling the people to believe in the one who was to come after him, that is, Jesus." On hearing this, they were baptized in the name of the Lord Jesus. And when Paul had laid his hands on them, the Holy Spirit came on them, and they began speaking in tongues and prophesying. There were about twelve men in all. (Acts 19:1-7 ESV)
