You are the salt of the earth. But if the salt loses its savor, how can it be made salty again? It is no longer good for anything, except to be thrown out and trampled by men. You are the light of the world. A city on a hill cannot be hidden. Neither do people light a lamp and put it under a basket. Instead, they set it on a stand, and it gives light to everyone in the house. In the same way, let your light shine before men, that they may see your good deeds and glorify your Father in heaven. (Matthew 5:13-16 BSB)

UNQUOTE
So the reason why Islam failed to achieve anything is because there is no perfect Muslim and there is no perfect Islamic country.
What a contrast it is with Christian and Jewish countries. Imperfect Christian and Jewish countries can still be the light of the world and the salt of the earth, bringing science and technology and progress to the world.
But he said to me, "My grace is sufficient for you, for my power is made perfect in weakness." (2 Corinthians 12:9a NIV)
I can do all this through him who gives me strength. (Philippians 4:13 NIV)
