Church Leadership

Church leaders are

1. Appointed by the Holy Spirit
2. Gifted by Jesus Christ
3. To overseer and to shepherd
4. To teach and to defend the doctrines
5. Held accountable for the flock
6. Not to lord over the flock
7. Not to serve for gain

Be on guard for yourselves and for all the flock that the Holy Spirit has appointed you to as overseers, to shepherd the church of God, which He purchased with His own blood. (Acts 20:28 HCSB)
And he gave the apostles, the prophets, the evangelists, the shepherds and teachers, to equip the saints for the work of ministry, for building up the body of Christ, until we all attain to the unity of the faith and of the knowledge of the Son of God, to mature manhood, to the measure of the stature of the fullness of Christ, so that we may no longer be children, tossed to and fro by the waves and carried about by every wind of doctrine, by human cunning, by craftiness in deceitful schemes. (Ephesians 4:11-14 ESV)

The overseer / elder
Qualification
Therefore an overseer must be above reproach, the husband of one wife, sober-minded, self-controlled, respectable, hospitable, able to teach, not a drunkard, not violent but gentle, not quarrelsome, not a lover of money. He must manage his own household well, with all dignity keeping his children submissive, for if someone does not know how to manage his own household, how will he care for God's church? He must not be a recent convert, or he may become puffed up with conceit and fall into the condemnation of the devil. Moreover, he must be well thought of by outsiders, so that he may not fall into disgrace, into a snare of the devil. (1 Timothy 3:2-7 ESV)
This is why I left you in Crete, so that you might put what remained into order, and appoint elders in every town as I directed you - if anyone is above reproach, the husband of one wife, and his children are believers and not open to the charge of debauchery or insubordination. For an overseer, as God's steward, must be above reproach. He must not be arrogant or quick-tempered or a drunkard or violent or greedy for gain, but hospitable, a lover of good, self-controlled, upright, holy, and disciplined. He must hold firm to the trustworthy word as taught, so that he may be able to give instruction in sound doctrine and also to rebuke those who contradict it. (Titus 1:5-9 ESV)

Appointed, with prayer and fasting
Paul and Barnabas also appointed elders in every church. With prayer and fasting, they turned the elders over to the care of the Lord, in whom they had put their trust. (Acts 14:23 NLT)

Deacon
Qualification
Deacons, likewise, should be worthy of respect, not hypocritical, not drinking a lot of wine, not greedy for money, holding the mystery of the faith with a clear conscience. And they must also be tested first; if they prove blameless, then they can serve as deacons. Wives, too, must be worthy of respect, not slanderers, self-controlled, faithful in everything. Deacons must be husbands of one wife, managing their children and their own households competently. For those who have served well as deacons acquire a good standing for themselves, and great boldness in the faith that is in Christ Jesus. (1 Timothy 3:8-13 HCSB)

Elected
And the twelve summoned the full number of the disciples and said, "It is not right that we should give up preaching the word of God to serve tables. Therefore, brothers, pick out from among you seven men of good repute, full of the Spirit and of wisdom, whom we will appoint to this duty. But we will devote ourselves to prayer and to the ministry of the word." (Acts 6:2-4 ESV)

Exercise of authority
Care for the flock that God has entrusted to you. Watch over it willingly, not grudgingly - not for what you will get out of it, but because you are eager to serve God. Don't lord it over the people assigned to your care, but lead them by your own good example. (1 Peter 5:2-3 NLT)
But Jesus called them to him and said, "You know that the rulers of the Gentiles lord it over them, and their great ones exercise authority over them. It shall not be so among you. But whoever would be great among you must be your servant, and whoever would be first among you must be your slave, even as the Son of Man came not to be served but to serve, and to give his life as a ransom for many." (Matthew 20:25-28 ESV)
But not so with you. Rather, let the greatest among you become as the youngest, and the leader as one who serves. (Luke 22:26 ESV)

The flock should

1. respect / obey the leaders
2. pray for them
3. imitate their faith
4. pay them well
5. not to entertain false accusation

We ask you, brothers, to respect those who labor among you and are over you in the Lord and admonish you, and to esteem them very highly in love because of their work. Be at peace among yourselves. (1 Thessalonians 5:12-13 ESV)
Remember your leaders, those who spoke to you the word of God. Consider the outcome of their way of life, and imitate their faith. (Hebrews 13:7 ESV)
Obey your leaders and submit to them, for they keep watch over your souls as those who will give an account, so that they can do this with joy and not with grief, for that would be unprofitable for you. (Hebrews 13:17 HCSB)
Let the elders who rule well be considered worthy of double honor, especially those who labor in preaching and teaching. (1 Timothy 5:17 ESV)
Don't accept an accusation against an elder unless it is supported by two or three witnesses. (1 Timothy 5:19 HCSB)
