We need rules, because we are imperfect

Why do we need rules? A perfect man does not need any rule. He automatically does the right things. It is in him to do so. Rules and regulation exists because we are imperfect. We are imperfect morally, so we need the ten commandments. We are also imperfect physically. We cannot know all things at all times (not omniscient and omnipresent) and we do not have to power (not omnipotent) to act even if we are omniscient and omnipresent. So we need administrative rules, example, traffic rules, to prevent accidents.
